Director of Public Policy and Government Relations

Job Description:

Amida Care is seeking a Director of Public Policy and Government Relations to develop and implement Amida Care’s legislative and policy positions on federal appropriations, legislation and regulations related to HIV and viral hepatitis prevention, care and treatment issues.   • Advocate and influence federal, state and city legislative and regulatory issues affecting HIV and viral hepatitis prevention, care and treatment issues, with great emphasis on the annual federal appropriations process and the Affordable Care Act;
  • Schedule federal, state and local governmental meetings;
  • Establish and maintain contacts with NYS Legislature and Members of Congress, their personal staff, Congressional committee staff and federal agency officials to inform and educate them about HIV/AIDS and viral hepatitis issues and Amida Care’s policies and positions;
  • Assure synergy between Amida Care’s care, prevention, racial and ethnic health disparities and viral hepatitis program activities and Amida Care’s policy of advocacy activities;
  • Develop and implement strategies to achieve legislative and regulatory goals; author and negotiate legislative and regulatory language; write congressional testimony and comments for proposed federal regulations/recommendations, and analyze legislative initiatives to determine impact on HIV and viral hepatitis prevention and care issues;
  • Interface with state governmental organizations and national non-government organizations concerning Amida Care’s priorities; work with Medicaid Redesign Team to advance policies to achieve mutual goals;
  • Develop supporting materials to execute Amida Care’s positions and strategies;
  • Coordinate Albany Legislative Advocacy days and events;

Qualifications:

  • Bachelor’s degree required (Masters preferred)
  • Experience with legislative affairs, Medicaid, housing, HIV/AIDS and issue advocacy;
  • Understanding of the legislative, appropriations and budgeting processes;
  • Minimum of 5-7 years of experience working on state legislative, city council, regulatory agency, or trade association in health or public policy;
  • Excellent verbal, computer, organization, writing and interpersonal skills;
  • Knowledge of HHS, specifically CMS, HRSA and CDC preferred;
  • The ability to perform independently in a fast-paced environment under general supervision;
  • Working knowledge of Microsoft Word, Access, Excel and PowerPoint programs are important for this position;
  • Extensive knowledge of Medicaid and Medicare is preferred;
  • Work experience in associations or policy organizations is a plus;
  • Independent local travel and mobility required.
